Emergency services were called at 2.50pm by a witness who saw the plane crash into a paddock at Coraki Road, Tatham, near Casino.
The men, whose identities are not yet known, were local to the area and were believed to have been on a private flight, said Eugene Reid, the president of the Recreational Aviation Association.
"I got the call about 15 minutes ago and we've got investigators on their way now," Mr Reid said.
The plane model was a Drifter, he said.
